Compounding this issue is that Windows 7 did not include native USB 3.0 drivers, where Windows 8.1 and 10 include the drivers, so they do not have this issue.
Why this happens: Starting with the Skylake chipset, Intel has removed the USB 2.0 controller from the motherboard chipset.
Windows Configuration/Setup Issue: You can boot to your Windows 7 32/64-Bit media, but when it reaches the screen that asks you to select your language your mouse and keyboard do not work.
